Kastanisasi dan Elitisme di Balik Sekolah RSBI

Baru-baru ini, Dirjen Manajemen Pendidikan Dasar dan Menengah (Mandikdasmen), Kemendiknas, Suyanto mengungkapkan, 18 sekolah berstatus Rintisan Sekolah Bertaraf Internasional (RSBI) dicabut izinnya karena dinilai tidak memenuhi persyaratan pendirian. Selain itu, ada indikasi terjadinya penurunan standar dan mutu pendidikan di sekolah-sekolah yang bersangkutan. Adapun 18 sekolah RSBI yang dicabut izinnya tersebut terdiri dari delapan SMP, delapan SMK dan dua SMA.

Berdasarkan catatan Kemendiknas, jumlah sekolah RSBI di Indonesia mencapai 1.110 sekolah (997 sekolah negeri dan 113 sekolah swasta). Dari jumlah tersebut, SD RSBI tercatat sebanyak 195 sekolah, SMP RSBI sebanyak 299 sekolah, SMA RSBI sebanyak 321 sekolah, dan SMK RSBI sebanyak 295 sekolah. Seperti diketahui pembentukan sekolah berstandar internasional (SBI) merupakan amanat Undang-Undang Nomor 20/2003 tentang Sistem Pendidikan Nasional (UU Sisdiknas) yang mengatur agar setiap kabupaten/kota di Indonesia memiliki minimal satu sekolah bertaraf internasional untuk setiap jenjang pendidikan.

Berdasarkan amatan awam saya, bejibunnya jumlah sekolah berstatus RSBI cenderung lebih disebabkan oleh sikap latah untuk menaikkan gengsi dan marwah sekolah semata. Tidak sedikit pengambil kebijakan di tingkat internal sekolah yang kurang mempertimbangkan adanya kesiapan sumber daya manusia, fasilitas, sarana dan prasarana, atau kultur sekolah yang bersangkutan. Ibarat orang main bola, yang penting masuk lapangan dulu. Soal pemainnya siap atau tidak, lapangannya mendukung atau tidak, itu urusan belakangan. Mereka baru sadar setelah wasit meniup peluit bahwa ternyata banyak pemain yang tidak paham aturan permainan sepak bola.

Yang tak kalah menyedihkan, sekolah RSBI cenderung elitis dan ekslusif. Mereka mendapatkan perlakuan khusus dengan menerima jumlah subsidi block-grant yang tidak sedikit jumlahnya (sekitar Rp 300 juta-Rp 600 juta per tahun) sekaligus diberikan kebebasan untuk memungut biaya sekolah kepada orang tua/wali murid. Tak heran jika muncul kesan, sekolah RSBI hanya diperuntukkan bagi mereka yang berduwit. Perlakuan khusus dan istimewa tersebut bisa jadi tak banyak menimbulkan masalah jika dibarengi dengan peningkatan mutu pendidikan dan layanan yang memuaskan kepada para “pelanggan”. Namun, kenyataan menunjukkan situasi yang berbeda. Mutu pendidikan dinilai hanya “jalan di tempat”, mutu dan proses pembelajarannya berlangsung tanpa perubahan.

Secara eskternal, sekolah RSBI juga hanya menciptakan kastanisasi pendidikan yang memuncak pada munculnya sikap elitisme, khususnya di kalangan siswa didik. Mereka yang masuk ke sekolah RSBI cenderung memosisikan dirinya “serba lebih” di mata teman-teman sebayanya. Terjadi kesenjangan sosial yang begitu lebar antara siswa yang berada di sekolah RSBI dan sekolah reguler. Secara sosial, situasi semacam ini jelas sangat tidak menguntungkan dunia pendidikan kita yang harus melahirkan anak-anak masa depan yang memiliki kecerdasan, baik secara intelektual, spiritual, emosional, maupun sosial.

Secara imajiner, saya hanya bisa membayangkan, anak-anak yang bersekolah di RSBI berbiaya tinggi itu “dikarantina” di ruang kelas dan mendapatkan doktrin “globalisasi” lewat bahasa pengantar berlabel internasional. Sementara itu, nilai-nilai kearifan lokal yang langsung bersentuhan dengan akhlak dan keluhuran budi jarang lagi disentuh. Hmm …. semoga saja bayangan-bayangan semu yang mengapung dalam ruang imajiner saya itu tidak benar!

Evaluasi yang dilakukan oleh Kemendiknas terhadap sekolah-sekolah berstatus RSBI memang perlu dan urgen dilakukan untuk kepentingan pemetaan mutu pendidikan secara nasional. Namun, yang tidak kalah penting adalah evaluasi kebijakan secara filosofis dan mendasar untuk melihat secara jernih keberadaan Sekolah Bertaraf Internasional (SBI) sebagaimana diamanatkan oleh UU Sisdiknas itu. Kalau memang hanya menciptakan kastanisasi pendidikan dan sikap elitisme, lantas apa untungnya bagi kemajuan dan peningkatan mutu pendidikan kita? Bukankah pemerintah sendiri saat ini tengah mendesain sekolah murah yang diharapkan mampu mencerdaskan anak-anak bangsa dari semua kalangan? ***
