Sister School Untuk Purbalingga Go International

Era globalisasi menuntut kemampuan daya saing yang kuat dalam teknologi, manajemen, dan sumber daya manusia. Keunggulan teknologi akan menurunkan biaya produksi, meningkatkan kandungan nilai tambah, memperluas keragaman produk, dan meningkatkan mutu produk. Keunggulam manajemen dapat mempengaruhi dan menentukan bagus tidaknya kinerja sekolah, dan keunggulan sumber daya manusia yang memiliki daya saing tinggi pada tingkat internasional, akan menjadi daya tawar tersendiri dalam era globalisasi.
Dalam upaya peningkatan mutu tersebut, pemerintah melalui Direktorat Jenderal Manajemen Pendidikan Dasar dan Menengah menetapkan tiga rencana strategis dalam jangka menengah yaitu (1). Peningkatan akses dan pemerataan dalam rangka penuntasan wajib belajar pendidikan dasar, (2). Peningkatan mutu, efisiensi, relevansi, dan peningkatan daya saing, dan (3) peningkatan manajemen, akuntabilitas, dan pencitraan publik.
Peningkatan mutu, efisiensi, dan peningkatan daya saing secara nasional dan sekaligus internasional pada jenjang pendidikan dasar dan menengah, diupayakan dengan menetapkan pentingnya penyelenggaraan pendidikan bertaraf internasional, baik untuk sekolah negeri maupun swasta. Berkaitan dengan penyelenggaraan pendidikan yang bertaraf internasional ini maka (1) pendidikan bertaraf internasional yang berkualitas adalah pendidikan yang mampu mencapai standar mutu nasional dan internasional, (2) pendidikan bertaraf internasional yang efisien adalah pendidikan yang menghasilkan standar mutu lulusan optimal (berstandar nasional dan internasional) dengan pembiayaan minimal, (3) pendidikan bertaraf internasional juga harus relevan, yaitu bahwa penyelenggaraan pendidikan harus disesuaikan dengan kebutuhan peserta didik, orang tua, masyarakat, kondisi lingkungan, kondisi sekolah, dan kemampuan pemerintah daerahnya; dan (4) pendidikan bertaraf internasional harus memiliki daya saing yang tinggi dalam hal hasil-hasil pendidikan (output dan outcomes), proses, dan input sekolah baik secara nasional maupun internasional.
SMP Negeri 1 Purbalingga melalui SK Direktur Pembinaan Sekolah Menengah Pertama Direktorat Jenderal Manajemen Pendidikan Dasar dan Menengah Departemen Pendidikan Nasional No. 543/C3/KEP/2001 tanggal 14 Maret 2007 ditetapkan sebagai Rintisan Sekolah Bertaraf Internasional. Dan pada tahun 2010 ini berarti merupakan tahun ke empat bagi sekolah kebanggaan masyarakat Purbalingga ini untuk terus berbenah menjadi Sekolah bertaraf Internasional dalam pengertian yang sesungguhnya.
Menurut Permendiknas No 78 Tahun 2009 tentang Penyelenggaraan SBI pada Jenjang Pendidikan Dasar dan Menengah, yang dimaksud dengan Sekolah Bertaraf Internasional adalah sekolah yang sudah memenuhi seluruh SNP yang diperkaya dengan keunggulan mutu tertentu yang berasal dari negara anggota OECD atau negara maju lainnya. Atau dapat dirumuskan bahwa SBI pada dasarnya merupakan pelaksanaan dan pemenuhan delapan (8) unsur SNP yang disebut sebagai indikator kinerja kunci minimal (IKKM) dan diperkaya /dikembangkan /diperluas / diperdalam dengan komponen, aspek atau indikator kompetensi yang isinya merupakan penambahan atau pengayaan/pendalaman/penguatan/perluasan dari delapan SNP tersebut sebagai indikator kinerja kunci tambahan (IKKT) dan berstandar internasional dari salah satu anggota OECD (Australia, Austria, Belgium, Canada, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Japan, Korea, Luxembourg, Mexico, Netherlands, New Zealand, Norway, poland, Portugal, Slovak Republic, Spain, Sweden, Switzerland, Turkey, United Kindom, United States) dan/atau negara maju lainnya (Chile, Estonia, Israel, Russia, Slovenia, Singapore, dan Hongkong). Pencapaian IKKT ini dapat pula diterjemahkan bahwa sekolah memiliki sister school atau school partnership dengan negera-negara tersebut di atas.
Menilik pengertian SBI yang demikian, pasti juga bukan perkara mudah untuk mensejajarkan penyelenggaraan kegiatan pembelajaran di SMP Negeri 1 Purbalingga dengan pembelajaran yang berlaku pada negara anggota OECD atau negara maju lainnya. Tetapi bukan pula suatu kemustahilan kalau SMP Negeri 1 Purbalingga mencoba menggapai mimpi mensejajarkan dengan sekolah-sekolah unggul di negara tersebut melalui sister school. Kepercayaan diri ini didasari atas keyakinan bahwa Purbalingga mempunyai banyak potensi untuk dikembangkan dan ditularkan kepada seluruh warga dunia melalui pintu pendidikan.
Rintisan untuk membangun sister school di SMP Negeri 1 Purbalingga sudah dirintis sejak 2008 saat mengirimkan delegasi kunjungan belajar pertama ke Bukit Panjang Government High School Singapore (BPGHS) yang disusul dengan kunjungan balasan guru dan pelajar BPGHS ke SMP Negeri 1 Purbalingga. Tahun 2009 kembali SMP Negeri 1 Purbalingga mengirimkan delegasi kunjungan belajar ke beberapa sekolah di Singapura, Mimmar Sinnan dan Mehmet Akif Ersoy 1, Istanbul, Turki sampai pada Maret, 2010 Memorandum of Understanding (MoU) antara SMP Negeri 1 Purbalingga dengan Anglican High School Singapore kembali disepakati dengan tindak lanjut kunjungan belajar siswa dan guru ke sekolah tersebut.
Upaya membangun jejaring internasional tak cukup berhenti di Anglican, Singapura sebagai pintu gerbang menuju kesejajaran pendidikan di negara-negara Asia, karena SMP Negeri 1 Purbalingga juga tengah merintis sister school dengan Samuel Marsden Collegiate School, New Zealand, untuk memperluas jejaring, membuka peluang pendidikan ke negara-negara Eropa. Diawali dengan kunjungan Kepala Sekolah atas fasilitasi dari SEAMOLEC, dimana kegiatan ini bertujuan untuk membangun program kerjasama antar sekolah di Indonesia dan negara lainnya yang tertuang dalam sebuah “Action Plan”, meningkatkan kualitas pembelajaran melalui kolaborasi dalam belajar, membuka jalan bagi guru untuk melakukan riset bersama, berbagi pengetahuan, budaya, dan nilai-nilai lainnya, kolaborasi dalam pembelajaran dalam beberapa mata pelajaran (Mathematics, English, Science, etc.) melalui sistem terbuka dan jarak jauh yang di fasilitasi oleh SEAMOLEC, meng-upload materi dan penilaian untuk para siswa yang terlibat (web based), standar yang sama dalam materi dan penilaian, kolaborasi dalam pembelajaran bahasa (Indonesia – Inggris, dll) akan difasilitasi melalui program school partnership lewat email dan debat via vicon.
Membangun jejaring sebagai bagian warga dunia untuk memberikan kontribusi aktif bagi proses pembelajaran di SMP Negeri 1 Purbalingga juga dilakukan dengan menjadi member aktif Connecting Classroom Asian Dialogues (CCAD) yang difasilitasi oleh British Council dimana SMP Negeri 1 Purbalingga bermitra dengan sekolah-sekolah RSBI di Jawa Tengah dan Thailand serta sekolah di United Kingdom (UK). Kerjasama ini dilakukan dalam bentuk forum dialog, School to School Project, sampai kepada pertukaran sumber belajar. Ke depan, kerjasama ini juga dikembangkan dalam bentuk Connecting Classroom Online.
Banyak manfaat sudah diperoleh melalui kegiatan school sister di atas, khususnya bagi pengembangan SMP Negeri 1 Purbalingga sebagai satu diantara rintisan Sekolah Bertaraf Internasional di Jawa Tengah yang dinanti prestasinya oleh segenap masyarakat Purbalingga untuk menjadi sekolah bertaraf internasional dalam arti yang sesungguhnya.
Selain mengembangkan potensi sekolah, kegiata sister school ini juga sangat strategis untuk mempromosikan potensi wilayah Purbalingga dalam forum internasional dalam hal budaya, industri, serta keindahan alam dan panoramanya. Maka demi kepentingan Purbalingga tercinta dalam mengembangkan pendidikan bertaraf internasional, tentu saja SMP Negeri 1 Purbalingga tidak mampu berjalan sendiri. Dukungan pemerintah, masyarakat dan stakeholder yang lain sungguh dirasakan dan selalu dinantikan menuju kejayaan Purbalingga. ( Drs. Agus Triyanto, M.M.Pd, Kepala SMP Negeri 1 Purbalingga)
