MESKI sudah berumur 79 tahun, antusiasme Winarno Surakhmad dalam menceritakan visinya tentang dunia pendidikan masih terlihat sangat jelas. Keinginannya adalah agar bangsa Indonesia menjadi bangsa pemikir.
Guru Besar Universitas Negeri Jakarta dan Pembina ISPI itu, masih terus memberikan ceramah kepada para guru-guru dan siswa di seluruh Indonesia. Temanya tentu saja tentang pendidikan.
Pendidikan telah menjadi jalan hidup Dewan Penasihat PB Persatuan Guru Republik Indonesia (PGRI) itu. Keahliannya dalam dunia pendidikan membawanya melanglang buana ke berbagai negara di dunia.
Dia pernah menjabat sebagai Kepala Dekan University Brunei Darussalam dan tinggal di Brunei selama 10 tahun. Ia juga pernah dipercaya menjadi guru besar tamu di Pedagogik Dunia ketiga di J Wolfgang Goethe Universitat, Frankfurt am Main, Jerman.
Di Bangladesh, dia bertugas sebagai peneliti dari World Bank untuk pembangunan masyarakat. Anggota seumur hidup International Council on Education for Teaching (ICET) itu juga pernah melakukan misi dan studi di Asia, Eropa, dan Amerika Utara dan Selatan. Bahkan, diakuinya, hidupnya lebih banyak dihabiskan tinggal di negeri orang daripada di rumahnya, Indonesia.
”Saya lebih banyak ke luar negeri pada dekade ’80-an saya tidak dipedulikan oleh pemerintah karena saya tidak masuk hitungan orang-orang partai. Hanya mereka yang terlibat dalam partai yang diakui,” tutur mantan Ketua Internasional Federation of Free Teachers Union (IFFTU) di Asia itu.
Akhirnya, dia pun ditugaskan oleh Departemen Pendidikan untuk pergi ke Vietnam. Di sana, ia dilibatkan sebagai Deputy Director Regional Centre for Innovation and Educational Technology South East Asia Ministers of Education’s Organization, di Vietnam dari 1973 hingga 1975. Setelah itu, undangan-undangan untuk memberikan ceramah berdatangan dari berbagai universitas di luar negeri.
Setelah puluhan tahun melalang buana di luar negeri, akhirnya Tuhan mengembalikannya pulang ke Jakarta. Sakit tulang otak memaksa dia tinggal di rumahnya di Kemanggisan, Jakarta Barat.
Meski selang plastik tertanam di otak hingga ke tenggorokkannya, itu tidak membuatnya berhenti berkarya untuk menjadikan bangsa Indonesia menjadi bangsa yang berpikir. Saat ini, dia menjadi konsultan nasional pendidikan untuk Regional Education Development and Improvement Program (REDIP), Japan International Cooperation Agency (JICA), dan Direktur Lembaga Pengembangan Pendidikan Regional (LPPR).
Tak Ada Kesinambungan
Kesedihan mendalam dirasakan Winarno atas dunia pendidikan nasional yang tak lagi dibangun dengan konsep. Tak ada benang merah atau kesinambungan sistem pendidikan Indonesia sejak kepemimpinan menteri pertama Pendidikan Indonesia Ki Hajar Dewantara hingga Menteri Pendidikan Nasional saat ini Mohammad Nuh.
”Sudah 25 menteri memiliki ide masing-masing, pemerintah tidak mempunya arah ingin dibawa ke mana bangsa ini. Tiga orde (Orde Lama, Orde Baru, dan Reformasi) saling menghancurkan apa yang telah dibangun,” ujar pria kelahiran 25 Agustus 1930 itu prihatin.
Setelah 64 tahun Indonesia merdeka, ia menilai, tidak ada kedewasan berpikir. Moralitas dalam dunia pendidikan sudah tidak dipikirkan lagi. Setiap orang saling melempar tanggung jawab. Padahal, setiap persoalan selalu dapat diselesaikan dengan diskusi serta saling bertukar pikiran dan kerja sama. Tak semua hal harus dipertentangkan.
Masa depan bangsa, lanjutnya, adalah hak anak muda. Pendidikan harus dibangun dengan konsep, bukan sekadar mengejar standar atau kompetisi. ”Kementerian (Pendidikan Nasional) menggaungkan ingin mengikuti standar internasional. Standarnya siapa? Pendidikan yang kompetitif, tapi kompetitif dengan siapa?” tanyanya.
Winarno juga menjadi salah satu tokoh pendidikan Indonesia bersama koleganya di Universitas Negeri Jakarta, Prof Dr HAR Tilaar, yang menentang dilaksanakannya ujian nasional di depan Mahkamah Agung. Menurutnya, inti pendidikan bukan pada hasil ujian, tapi pada peningkatan standar pendidikan. Banyak anak yang dikorbankan karena standar yang ditetapkan pemerintah.
Ujian nasional tidak membuat anak berpikir. Ujian nasional hanya membuat anak-anak menghafal jawaban agar lulus.
